Residence permit in Indonesia (KITAS) in 2024

What is KITAS in Indonesia?

KITAS, or Kartu Izin Tinggal Terbatas, is a necessary local residence permit for foreign nationals who plan to stay in Bali for an extended period. It is available in several sub-categories: work permit, investor visa, family visa, retirement visa, and student visa.

Obtaining a KITAS is one of the most secure ways to stay legally in Indonesia for an extended period of time.

Indonesia KITAS requirements for foreigners

The set of required documents differs depending on the type of KITAS. The general KITAS application process in Indonesia requires the following set of documents:

  1. A passport with at least 18 months validity from the application date.
  2. A birth certificate for children.
  3. Six copies of photos (2x3 cm, 4x6 cm, 3x4 cm) on a red background.
  4. A completed application form for a residence permit.
  5. A residential address in Indonesia.
  6. One-year health insurance.

Types of KITAS Visa in Indonesia

Below are the current Immigration Service regulations for those who wish to apply for a residence permit in Indonesia. Depending on the type of temporary residence permit (KITAS), additional documents are required. 

KITAS and KITAP

One of the few and easiest legalisation options for foreign nationals in Indonesia is KITAS, a temporary residence permit for 1 to 10 years.

KITAS options include:

  • Second Home;
  • Working;
  • Investor;
  • Retirement;
  • Family;
  • Student.

The long-term equivalent of KITAS is KITAP, a 5-year permit to stay in Indonesia.

There are two main ways for an individual to obtain KITAP. The first option is to be employed by an Indonesian company in a senior executive position, such as director or chief executive officer. The second option is to convert a previous KITAS into a KITAP. 

After five years of employment in the same position, a foreign resident becomes eligible to apply for KITAP. Having renewed the retirement KITAS four times, a foreign resident can also apply for KITAP.

The easiest option to obtain KITAP is to get legally married to an Indonesian citizen. In this case, after two years of marriage, the foreigner will be able to convert their temporary residence permit into a KITAP. After renewing KITAP twice, it is possible to apply for full citizenship.

KITAS and KITAP applications can be submitted online through a form on the Indonesian Migration Service website.

Second Home KITAS in Bali: residence permit for property investment in Indonesia

This permit allows property investors to reside for up to 5 years when buying property valued at 1 million US dollars or more.

The property must be under Hak Pakai (right to use), and the application should include a title deed and a passport with at least 3 years validity.

Residency for investment in Indonesia

There are three types of Indonesian residence permits available for investors:

  1. Index E23A (313): annual KITAS for investment and business activities within special economic zones.
  2. Index E23A (314): KITAS for two years — general type of visa for investors.
  3. Index E28B: investment visa for up to 10 years.

Each type of permit allows its holders to travel in and out of Indonesia repeatedly during its validity period.

To obtain the first two types of residence permits, investors must provide:

  1. Memorandum of Association of the sponsoring company.
  2. Tax registration number of the company.
  3. Legal address of the company.
  4. Business licence.
  5. Identification number of the company.
  6. ID card and tax code of the Indonesian director of the company.

Statement of commitment that the applicant will establish a company in Indonesia with issued capital (shares) or an investment value of at least US $5,000,000 for a stay period of up to 10 years within 90 days from the date of entry into Indonesia

The Investor KITAS holder may perform personnel administration, set tasks, control implementation, sign documents, rent new premises, organise work processes, and pay salaries. However, he/she is not permitted to interact directly with customers and must engage the services of hired employees for this purpose.

Work permit KITAS in Indonesia

A valid KITAS allows the holder to work officially in Indonesia. The work permit is issued for a period of 6, 12 or 24 months and can be renewed. It is a multiple-entry visa that can be used to enter Indonesia without restriction for the duration of its validity.

Individuals employed in Indonesia without a work permit KITAS are subject to a fine of 500 million Indonesian rupiah (approx. $31,100) and a 5-year prison sentence.

Applicants for a work permit KITAS are required to provide:

  1. An invitation from the employing company with the duration of the contract and working conditions.
  2. CV in English with a description of previous professional experience.
  3. Charter and licence of the hiring company.

Retirement Visa in Indonesia

To qualify for a Retirement KITAS, one must comply with the following requirements:

  1. Age of 55 years or above.
  2. Contract for a long-term tenancy in Indonesia.
  3. Proof of income of at least $3,000 per month.
  4. Declaration of an intention to deposit at least $50,000 in an Indonesian state bank account.

Retirement visa is issued for 1 year, with a possible annual renewal for up to 5 years.

The fee for a Retirement Bali KITAS is 13 million Indonesian rupiah, or approximately $800.

Indonesian Family Reunification Visa

This visa is for spouses and children of KITAS holders, valid for the same duration as the principal applicant's permit.

The Family KITAS can be issued prior to arrival at the Indonesian Embassy or through a visa agency.

The Indonesian Family Reunification Visa is issued for a period of 1 to 2 years. The fee of the application is between $350 and $400.

List of documents for Indonesia's residence permit for family reunification:

  • valid passport (at least six months);
  • proof of at least $2,000 or the equivalent in another currency for living expenses;
  • colour photograph;
  • surety bond from husband or wife;
  • marriage certificate;
  • valid KITAS of the spouse.

Student KITAS

To obtain a student KITAS, one must prove that he/she is studying at one of the officially authorised higher education institutions in Indonesia. The university must assist with the submission of the application for a student permit to the Indonesian Directorate General of Higher Education.

Reasons for visa rejections in Indonesia

The rejection of a residence permit in Indonesia can be due to a number of reasons. The most common of which can be summarised as follows:

  • Lack of required documents. Lack of certificates, tenancy contracts or other necessary documentation can be the main reason for a KITAS rejection.
  • Visa overstay. Overstay raises doubts about compliance with immigration rules and may result in the denial of a visa.
  • Inconsistency of the type of residence permit with the purpose of stay in Indonesia. Most types of KITAS prohibit holders from working in Indonesia (except for a worker's KITAS). Incorrectly stated purpose of stay in the application form will be a reason for refusal.
  • Damaged passport.
  • Disrespectful behaviour. Aggressive or unethical behaviour in the immigration office shall also be a reason for rejection.

Indonesia does not limit the number of times one can re-apply for a KITAS.

It is important to ensure in advance that all the necessary documents are in order, the passport is in proper condition, and to ensure respectful and professional communication during the residence permit process. This will help to avoid rejection by the Indonesian authorities.
